Banglarbhumi Portal– Banglarbhumi is the official land records and land-related online services portal of the West Bengal Government. Banglarbhumi Portal is managed by the WB Land & Land Reforms Department. Through it, citizens can access various services, including Khatian details, Dag (Plot) Details, Porcha (ROR) Application and Download, Warish Application, Map Application, Mutation Application, Land Conversion, Khajna (Revenue) Payment, and other fee payments.

Registration Process on Banglarbhumi Portal
To view any information on the Banglarbhumi portal, you must first register on this portal. Below is the information on how to register on the Banglarbhumi portal.
- Go to the official website banglarbhumi.gov.in
- At first, click on the ‘Sign Up’ option.
- Enter your full name, guardian’s name, mobile number, email ID, address, new password, etc.
- Then enter the captcha code and verify the OTP.
- Now your Banglarbhumi account is created.
Banglarbhumi Portal Login Process
- Visit the official website and click on the “Sign in” option.
- Select the Citizens option.
- Enter username and password.
- Enter the captcha code.
- Then click next.
- Verify OTP and Submit.
How to Search Your Land Details
- Open the Banglarbhumi Portal in your web browser.
- Log in to the Banglarbhumi portal using your username and password.
- Then go to the ” Know Your Property” option.
- Select District, Block, Mouza.
- Enter the Khatiyan number or Dag (Plot) number.
- You will see detailed information about your land, including Name, Father’s Name, Land Area, Classification, and more.
Online Mutation Application Process
- At first, open the Banglarbhumi Portal
- Log in to the Banglarbhumi portal using your username and password.
- Then click Citizen Services → Online Application and click Mutation Application.
- Open a new page.
- Select District, Block, Mouza.
- Enter Khatian Number and Dag (Plot) Number, Seller/ Donor Name, New Owner’s Name, full Address, Mobile Number and Email, Reason for Land Transfer (Sale / Gift / Inheritance, etc.).
- After submitting a PDF scan copy of your deed (Under 2MB).
Required Documents Upload
The following documents need to be scanned and uploaded in PDF format under 2MB:
- Sale Deed / Gift Deed / Partition Deed / Succession Certificate
- Purchaser’s PAN Card and Voter ID / Aadhaar (optional)
- Seller’s ID Proof (Optional)
- Warish (Legal Heirs) Certificate (If necessary)
- Chain Deed (If necessary)

How to Apply Porcha (ROR)
- Visit the official Banglarbhumi Portal website.
- Log in to the website using your username and password.
- Then click Cityzen Services and Service Delivery.
- Click the ROR Request option.
- Fill in the details (Select district, block, mouza)
- Enter your Khatian Number, Name, Address, and Online Fee payment.
How to Apply PI (Plot Information) Searching (Banglarbhumi Portal)
- Visit the official Banglarbhumi Portal website.
- Log in to the website using your username and password.
- Then click Cityzen Services and Service Delivery.
- Click the “PI Info Request” option.
- Fill in the details (Select district, block, mouza)
- Enter your Khatian Number, Name, Address, and Online Fee payment.
Apply for a Certified Copy of a Deed
- At first, visit the Official website of the e-district Portal.
- Log in to the Website using your Login Credentials (Mobile Number or Email ID).
- Now select the “Services” Option and click the “Registration & Stamp Revenue” option.
- Click the “Certified Copy of Registered Deed” option.
- Then, accept the condition and proceed to the District Registration Office. Enter the deed number and year.
- Then enter Your Full Details, Father’s Name, Address, Mobile Number, and Email ID.
- Click on the Submit Button and pay the application & processing fee.
Download Porcha (ROR) and PI
- Visit the official Banglarbhumi Portal website.
- Log in to the website using your username and password.
- Click Cityzen Services and the GRN search option.
- Select request type (ROR/PI/MAP).
- Enter the GRN No and Application No.
- Enter the captcha and submit.
- Now you download Porcha (ROR) or PI.
পর্চা ডাউনলোড করার জন্য প্রথমে আপনাকে (ROR) পর্চার জন্য বাংলারভুমি পোর্টাল থেকে আবেদন করতে হবে। পর্চা আবেদন করার পর আপনার আবেদনের ভিত্তিতে অফিস থেকে যাচাই করে তা অনলাইনে জারি করা হবে।
পরে আপনাকে বাংলারভুমি পোর্টালে লগইন করে GRN অপশন থেকে পর্চা ডাউনলোড করতে হবে। ডাউনলোড করার জন্য GRN অপশন সিলেক্ট করে সেখানে আপনার আবেদনের GRN নং এবং আবেদন নং (ROR No) দিয়ে পর্চা ডাউনলোড করতে করতে হবে। পর্চা আবেদন করার এক থেকে তিন দিনের মধ্যে পর্চা ডাউনলোড করতে পারবেন।

- Open the Banglarbhumi Portal in your web browser.
- Log in to the Banglarbhumi portal using your username and password.
- Then go to the ” Cityzen Services” and RS-LR Information option.
- Select District, Block, Mouza.
- Enter the RS Dag (Plot) number.
- You will see detailed information about your RS LR plot.
How to Apply for Land Conversion on Banglarbhumi Portal
- At first, open the Banglarbhumi Portal
- Log in to the Banglarbhumi portal using your username and password.
- Then click Citizen Services → Online Application and click Conversion Application.
- Open a new page.
- Select District, Block, Mouza.
- Enter Khatian Number and Dag (Plot) Number, Owner Name, full Address, Mobile Number, and Email, etc.
- OTP verify.
- After submitting a PDF scan copy of your Porcha, Index Map, etc (Under 2MB).
- Last, pay the application and processing fee online (using debit card, credit card, or net banking).
How to Pay Land Revenue Online in West Bengal
- Open the Banglarbhumi Portal in your web browser
- Log in to the Banglarbhumi portal using your username and password.
- Then click Citizen Services → Online Application and then click Land Revenue (Khajna) Application option.
- Open a new page.
- Select District, Block, Mouza.
- Enter Owner Name, full Address, Mobile Number (with OTP) and Email, etc.
- OTP verify.
- Then enter your khatian no and select the use of land option.
- Enter the last payment khajna details and submit the previous payment slip of khajna in PDF format (Under 2MB).
- Then submit the application form.
- Finally, pay the khajna online (using debit card, credit card, or net banking).

জমির মিউটেশন করার জন্য কি কি করতে হয়? (What is the process of land mutation?)
জমির মিউটেশন করার জন্য আপনাকে প্রথমে বাংলারভূমি পোর্টাল থেকে অনলাইনে মিউটেশনের জন্য আবেদন করতে হবে। এর পর আপনার আবেদনের ভিত্তিতে একটি কেশ নাম্বার জেনেরেট হবে। এই কেশ নাম্বার অনুযায়ী শুনানির তারিখ পড়বে। আপনি যে মোবাইল নাম্বার দিয়ে আবেদন করবেন সেই নাম্বারে শুনানির তারিখ এর মেসেজ পাবেন।
শুনানির তারিখের ৪ থেকে ৫ দিন আগে আপনাকে জমি দাতাদের নোটিশ পাঠাতে হবে পোস্ট এর মাধ্যমে। শুনানির নোটিশ আপনি অনলাইন থেকে ডাউনলোড করতে পারবেন। শুনানির নোটিশ ডাউনলোড করার জন্য আপনাকে বাংলারভুমি পোর্টাল থেকে মিউটেশন আবেদনের স্ট্যাটাস চেক করতে হবে। সেখান থেকে পিডিএফ ডাউনলোড করার অপশন পাবেন।
এরপর আপনাকে সেই শুনানির নোটিশ খামে ভরে জমির দাতাদের ঠিকানাতে পোস্ট এর মাধ্যমে পাঠাতে হবে। আপনাকে শুনানির দিন “বি এল অ্যান্ড এল আর ও” অফিসে হাজির থাকতে হবে। সাথে আপনাকে আপনার মিউটেশন আবেদনের কপি, শুনানির নোটিশ, দলিল, ডকুমেন্ট (জেরক্স ও আসল কপি) এবং পোস্ট অফিসের রিসিভ কপি নিয়ে যেতে হবে।

উত্তর- জমি বা ল্যান্ড মিউটেশন হল জমির মালিকানা পরিবর্তন। পুরোনো মালিক থেকে নতুন মালিকের নাম অনলাইনে তোলা, যা পর্চায় এবং অনলাইন সারচিং এ দেখতে পাবেন। অর্থাৎ, যিনি জমির প্রকৃত মালিক, তাঁর নাম যেন সরকারি খতিয়ান বা রেকর্ডে লেখা থাকে, সেই আইনি হাল নাগাদকেই ল্যান্ড মিউটেশন বা নামপত্তন বলা হয়।
মিউটেশন করা গুরুত্ব হল– সরকারি খাজনা/ ট্যাক্স দেওয়ার জন্য, সরকারি সুযোগ সুবিধা নেওয়ার জন্য, জমির শ্রেণী পরিবর্তন করার জন্য, ভবিষ্যতে জমির মালিকানা ঝামেলা এড়াতে, ব্যাংক বা অন্য কোন প্রতিষ্ঠান থেকে লোণ নেওয়ার জন্য, বিভিন্ন সরকারি অনুমোদন নেওয়ার জন্য।
- প্রশ্ন- মিউটেশনের জন্য প্রয়োজনীয় কাগজপত্র
ল্যান্ড মিউটেশন করার জন্য সবথেকে প্রয়োজনীয় কাগজ হল দলিল (কোবালা দলিল/ দানপত্র দলিল)। এছাড়াও আধার কার্ড, ভোটের কার্ড ইত্যাদি।

উত্তর- জমির পর্চা হল জমি জায়গার সরকারি রেকর্ডের একটি নথি, যাকে বাংলায় সাধারণত বলা হয় খতিয়ান বা রেকর্ড অফ রাইটস (ROR)। এটি মূলত প্রমাণ করে যে নির্দিষ্ট একটি জমির বৈধ মালিক কে, তার পিতার নাম, জমির প্রকৃতি, দাগ নম্বর, জমির পরিমান ও শ্রেণী ইত্যাদি কী। বর্তমান সময়ে পর্চার মধ্যে আরও বিভিন্ন ধরনের তথ্য দেওয়া থাকে।

উত্তর- জমির মিউটেশন করার জন্য কিছু টাকা ফী অনলাইনের মাধ্যমে প্রদান করতে হয়। জমির মিউটেশন ফী জমির শ্রেণী অনুযায়ী ধার্য হয়ে থাকে। আপনি জমির বিভিন্ন ধরনের ফী অনলাইনের মাধ্যমে জমা করতে পারবেন। Grips ওয়েবসাইট এর মাধ্যমে এই ফী জমা হয়ে থাকে।
- প্রশ্ন- জমির শ্রেণী পরিবর্তনের জন্য কি ফী লাগে?
উত্তর- হ্যাঁ, জমির শ্রেণী পরিবর্তন করার জন্য আবেদন ফী এবং প্রসেসিং ফী অনলাইনের মাধ্যমে জমা করতে হয়। তবে এই ফী এলাকা এবং শ্রেণী অনুযায়ী আলাদা আলাদা হয়ে থাকে।
